– The AFU are only 43-48% complete;
– medical workers at the limit of their strength: the seriously wounded are transported to Europe;
– small arms and bulletproof vests are not enough;
– about 191 thousand soldiers were killed and wounded;
– there is not enough hydraulics and liquid nitrogen for M777 howitzers;
– no one cares about the missing – there are no statistics;
– the equipment transferred by the West is running out;
– Western weapons are operated by amateurs, since there are no qualified specialists;
– there is no way to repair weapons on the spot due to the lack of spare parts and specialists – everything is sent to Poland;
– the moral and psychological state of the Ukrainian military is practically at zero: even campaigns of encouragement in social networks and concerts do not help.
This confirm the high panic by Stoltenberg.

Other than the 191,000 killed or wounded count, this is old information. I can’t clearly read the date of the document. It looks like April 21st, 2022. The video with Stoltenberg is not sourced or dated. Even though there is no doubt that the USA Main stream media is reporting misleading and most times totally false narratives about the victories of the UAF against Russian forces, the information provided here is suspicious. Why no complete translation of the text. Why are “Ukrainian channels” discussing information that was open to USA dissident journalist months ago? The author of the article is not identified? Hmmm…

From Sec Gen Stoltenberg’s 13 July 2022 address to the EU Parliament. The NATO website has the official transcript posted. The particular clip above is part of the post brief Q&A. It is Stoltenberg’s response following a comment from David McAllister.
The memo / report is an internal estimate from April 2022 which has projections that roughly correspond to public statements made by Ukrainian officials in public reported in multiple locations. Some Ukrainian officials stated the death and casualties rates were greater than 1,000 a day.
The Guardian reported, “Ukraine’s high casualty rate could bring war to tipping point” by Dan Sabbagh, including Ukrainian official statements in June estimating Ukraine’s KIA casualties were greater 20,000 per month.

So, although the numbers in the internal memo are on the high side of these estimates, they are close enough to be in the ball park. Regardless, almost all the numbers are much higher than generally put forth and all are from Ukrainian or pro-Ukrainian sources.
